Implementing the EU Forced Labour Regulation for Business

The Bulgarian Foundation for Business and Human Rights (BFBHR) and the Polish Institute for Human Rights and Business (PIHRB) invite you to a practical webinar on the EU Forced Labour Regulation and its implications for businesses operating in Poland and Bulgaria.

Regulation (EU) 2024/3015 bans products linked to forced labour from the EU market. It applies to all economic operators, regardless of size, sector or origin — and with full application beginning 14 December 2027, implementation is already underway at both the EU and national level.

Poland and Bulgaria offer two distinct but complementary perspectives. Poland, with over one million third-country nationals employed in construction, agriculture, and domestic care, faces structural risks associated with subcontracting and agency-mediated recruitment. Bulgaria, operating as both an origin and a destination country, brings experience from an established national referral mechanism alongside growing pressure on inspection and enforcement capacity.

During the webinar, participants will gain a practical understanding of:

  • The key requirements of Regulation (EU) 2024/3015, current implementation developments, and upcoming European Commission guidance
  • How the Forced Labour Regulation and the Corporate Sustainability Due Diligence Directive (CSDDD) interact and what this means for corporate due diligence
  • How labour exploitation can persist within formally lawful arrangements and how to identify and address risks in practice
  • The state of implementation and enforcement readiness in Poland and Bulgaria, including key challenges for labour inspection and regulatory systems
